Not entirely clear why from that article, I assume to make it easier to compete for Slovak contracts. Or maybe it's a tax dodge, Glock are famous for that.

Gaston Glock's private life leaves alot to be desired I suppose. See the lawsuit his ex has against him. Why do so many people high up in the gun industry turn into trainwrecks?

Actually it appears they just want to assemble guns in Slovakia because it's cheaper.

Yeah I gathered that from the article, it just seems odd they would go to those lengths, 23,000 pistols isn't that large of a contract.
