As Colin Greenwood said, they use the path of least resistance. So one crook figures out a way of getting hold of a gun and then they replicate that method until they're stopped, then they figure out a different way.
Like I've said for ages, when 3D printers that can print in metal become readily available at B&Q, that's when this whole regime of control goes out the window.
Not that that stopped Phillip Luty but I suppose most of these idiots didn't get very far in metalwork at school.
Only three things are certain: death, taxes and stupid gun laws.
