This seems doomed to fail, because (a) not all guns used in crime are recovered and (b) not all guns can be traced. In reality, it's quite a small percentage.

When Toronto tried to do it, it was a joke, because they started including antiques and so on which pre-dated licencing and they also assumed that anything made in the US was a crime gun from the US, because they couldn't work out if it was legally imported or not. And they also included things like airguns and flare pistols.
